how do I tighten this arm rest

one of my arm rests is loose
I expect that the bolt to tighten it is under this black cap.
but it is being very stubborn and I don't like to force anything without knowing what I am doing.

do I just pry this black cap off?

Ja genau diese Kappe abheben, flacher Schraubendreher.
Habe ich auch vor 5 Tagen gemacht
