cold temperature starting

It is fairly deep cold winter here in Canada (-20C overnight, -8 to -10C during the day)
when I came back to my JC after about 10 days away and it would not start.
it barely cranked and then quit. As if the battery were low or dead.
it measured 11.6v
and with a boost from another car I was able to start the JC
My mechanic reminds me that diesels are very poor in cold conditions.
Are there any tips for maintainting the battery and improving starting during winter?
(one suggest was to install a "block heater" to keep the engine and oil warm in cold temperatures.
